1230 - Responsibilities of the Superintendent
The Superintendent of Schools shall strive to achieve District goals by
providing educational direction and supervision to the professional staff and
supervision to the support staff and by acting as a proper model for staff and
students both in and outside the District.
Duties and Responsibilities
The Superintendent shall be directly responsible to the Board of Education
for the performance of the following assigned duties and responsibilities:

A. |
keep the Board informed of
school operation by preparing monthly Board agendas, providing oral and written
communication, scheduling management team committee meetings, and requesting
special Board meetings that become necessary to keep the Board properly informed
|

B. |
ensure that all aspects of
District operation comply with State laws and regulations as well as Board
contracts and policies
|
|
C. |
establish and maintain any
written educational plan that may be required by law and consistent with the
educational goals adopted by the Board
|
|
D. |
ensure proper implementation
of the current District-wide instructional plan as it applies to each building
|
|
E. |
strive to increase the
efficient use of District resources in the daily operations of the schools
|
|
F. |
assign staff to achieve the
maximum benefit the attainment of educational goals
|
|
G. |
evaluate the progress of the
professional and support staff toward by formal written process
|
|
H. |
analyze the results of
instructional program development as it applies to the Board's educational goals
|
|
I. |
recommend changes in
instructional or staffing patterns based on an analysis of staff and program
progress
|
|
J. |
work with principals to
assure that decisions made at the building level are created by means of a
site-based, decision-making process that includes participation of the school's
administration and staff, parents, students and others in the community
|
|
K. |
work cooperatively with
parents and community groups concerned with programs in the schools
|
|
L. |
develop personal capabilities
in personnel strategies and facility management
|
|
M. |
work cooperatively with the
Board and administrative staff
|
|
N. |
strive toward the highest
standards of personal conduct
|
|
O. |
perform such other duties as
the Board may direct
|
Role of Superintendent
|
A. |
It shall be the
responsibility of the Superintendent of Schools to administer the schools
according to adopted policies of the Board of Education, rules and regulations
of the Department of Public Instruction and in accordance with the State School
code. It shall be his/her responsibility to develop administrative regulations
and procedures in order to carry out policy and instructions of the Board of
Education.

B. |
All school personnel shall be
directly or indirectly responsible to the Superintendent. They shall receive
instructions through him/her and be responsible to him/her for completing same.
The Superintendent in turn is responsible to the Board of Education in regard to
seeing that all school employees perform assigned tasks and carry out
instructions from the Board which are given to them through the Superintendent.
If the Board feels that certain functions should be carried out by any school
employee, or if instructions issued through the Superintendent are not being
followed, the Superintendent shall be consulted and arrangements made or
adjusted through him/her rather than for the Board to go directly to the
employee.

C. |
In order to expedite
negotiation procedures, the Superintendent is appointed as chief representative
of the Board for the purpose of determining negotiation strategies and members
of negotiation teams for collective bargaining with recognized unions and
employee units. (Added in from 1210)

D. |
It shall be the
responsibility of the Superintendent to determine appointment, promotion, duties
and responsibilities of all employees.

E. |
The Superintendent shall be
responsible to present and submit to the Board recommendations relating to all
phases of the school operation which require action of the Board. These shall
include, but not be limited to budgeting, purchasing, curriculum development,
instruction, development of policies, building needs, use of facilities,
attendance area boundaries, community relations, and administrative
organization.

F. |
The Superintendent shall
represent the School District as its chief executive officer and its foremost
professional educator in its dealings with other school systems, social
institutions, business firms, agencies of government, and the general public
including being a member in good standing of a community service organization;
joining and participating in such community organizations as exist or may be
formed which have a bearing on the interests of the District such as the Lapeer
Economic Club and others as may be determined by the Board; representing the
District at various recognition programs and hearings of organizations with
interests pertinent to the District; maintaining regular communication with
local government and agency officials; attending all Board sponsored, initiated,
or directed special programs; attending and initiating such employer
organization activities where the interests of the District may be promoted,
provided none of the activities are of a wholly partisan political purpose.

G. |
The Superintendent shall have
necessary expenses arising from fulfillment of the foregoing responsibilities
paid or reimbursed fulfilling the established procedures of the District for
reimbursement or payment of school business related expenses, provided that all
reimbursement requests for amounts exceeding $25.00 shall be approved by the
Board President prior to submission for reimbursement.

H. |
The Superintendent may assign
duties to such other administrators as necessary to fulfill the intention of
Item E. Expenses related to such an administrative assignment shall be paid or
reimbursed upon the authorization of the Superintendent.
