1240 - Evaluation of the Superintendent


The primary purpose of the annual Superintendent evaluation is to benefit the School District by assisting the Superintendent to adjust his/her management techniques and behaviors as necessary to be most effective at completing the responsibilities of the position; clarifying or determining the specific Board/District goals and objectives to be priorities during the year; improving the working relationships between the Board and the Superintendent specifically and the administrative staff generally; identifying the priorities for the Superintendent's allocation of his/her work time and resources from among the various roles and expectations of the position.

A. The annual Superintendent evaluation shall conclude in February/March of each year. The process shall culminate in a single written document which may be of a checklist nature, a narrative, or any combination thereof. The final evaluation statement shall be approved by the Board or a committee of the Board as the Board may determine. The entire evaluation process and documentation shall be conducted and handled as confidentially as permitted by law in order to assure that the process can be most effective for the stated purpose.


B. The specific evaluation format shall be mutually determined by the Superintendent and Board no later than October 30 of each year. The format determinations shall include identification of any specific instruments (checklists or similar forms) to be used, any specific priorities or objectives for the Superintendent's performance or behaviors which will be evaluated particularly, and any specific District/Board objectives expected to be accomplished and to be used for evaluations of the Superintendent's effectiveness. The Board or the Superintendent may request, or the Board and Superintendent may mutually determine, that the format shall consist of either a single evaluation session or more frequent sessions. In the event that no agreement can be reached on an evaluation format and/or tool, the Board may use the instrument from a previous year and/or obtain assistance from the State School Board Association or the Board attorney.


C. Negotiations and determinations regarding contract provisions between the Board and Superintendent shall be conducted independent of the Evaluation process itself; recognizing, however, that the evaluation is a primary consideration for determining the Board's contract with the Superintendent.
